Minutes of the meeting held on Monday 7 February 2022

2. DECLARATIONS OF INTEREST.

None

3. PRESENTATION BY LOW CARBON

The Consultation Period closes on 18 February but discussions with neighbours of the proposed scheme and technical surveys will continue. The team has been travelling around the area giving presentations and gaining feedback.

Points raised at this meeting included the following:

Noise issues – any noise would be low level.
Cable routes – underground wherever possible.
Possible provision of running loops and horse riding routes.
Access for construction traffic is being looked into.
The size of underground trenches was explained and that they could be shared with the Cottam and West Burton Solar Projects, even though these are by another company; there is a financial incentive to both companies to share routes. Ploughing of fields will still be allowed but building over the cable routes will not.
The Highways Department will monitor the roads during construction.
On-site energy storage was discussed, including the type of batteries and any risks they pose The size of the transformers was also discussed.
Low Carbon is an asset owner so any problems are theirs and will not be passed on to someone else further down the line.
The land under consideration is being used to grow crops for biomass fuels and not for crops going into the food chain.

The company is still interested to hear about any projects that would benefit the community.

Cllr Cody proposed and Cllr Patrick seconded that the notes be approved as minutes.

6. PLANNING.

Application Number 144153 – Meadow View, Stow Park Road.

Application to remove existing conservatory and erect a new garage and a single storey rear extension.

7. FINANCE

Balance both accounts at the end of January 2022 £8,679.30 `
(includes £3,450 for the bottom of Trent Port Road, £1,735.65 CIL and £2,000 for maintenance of the land off Littleborough Lane)

9. LAND OFF LITTLEBOROUGH LANE/QUEEN'S PLATINUM JUBILEE.

The quotation from Finch Arboriculture Ltd to:

Fell all poplar, willow and ash in the woodland. Thin out the oak, sycamore and other trees as required. Lift canopies of sycamore trees on adjacent track to clearance of around 6m. Make footpath around woodland . Chip small arisings and spread on new footpath. Cut timber into sections and use to line new footpath. Stack excess wood as habitat piles. Make log benches in woodland where suitable.

The cost of all the above, including VAT, will be £7,800.

Mike Finch will make a Felling application to the forestry commission.

Cllr Cody proposed, and it was unanimously agreed, to go ahead with the work.

Cllr Jane Ellis has kindly offered to personally purchase a tree for the new woodland when appropriate.

The land is now registered with The Land Registry

10. PARISH OWNED LAND.

The Parish Award was shown to the meeting.

LALC is to be asked for advice as to the merits of registering all Parish owned land with the Land Registry.

11. MEMBERS' REPORTS.

The old telephone kiosk door cannot be opened.

A notice with information about the new Parish Council Facebook page is to be put on the noticeboards.

The next meeting will be on Monday 7 March 2022.
