Minutes of the Meeting held on Monday 3 October 2022.

1. APOLOGIES FOR ABSENCE.

Cllr C Durning, Cllr J Patrick  and Cllr J Ellis (WLDC)

Cllr Pearson was welcomed back after his absence due to health issues.

2.DECLARATIONS OF INTEREST.

None.

3. PUBLIC FORUM.

None.

4. NOTES OF THE MEETING HELD ON 3 September to be approved as minutes.

Cllr Cody proposed and Cllr Musgrave  seconded that the notes be approved as a true record.

5.PLANNING

Application number 145517 – Land off Stow Park Road.

Application for proposed structure  for housing for electrical substation.

No objections.

6.FINANCE.

Balance both accounts at the end of September 2022 £15,558.65 (includes £1,735.65 CIL and £2,000 for maintenance of Platinum Jubilee Wood)

It was agreed to make future payments to Multidata by Direct Debit and the agreement form was signed by 3 approved signatories.

It was agreed to leave the decision of paying other regular monthly payments until the next financial year.

7. CORRESPONDENCE.

Crime report and Newsletter, Gainsborough Rural South

Civility and Respect  Certificate. All agreed that this be signed by the Chairman.

Letter from Mr D Tindale, former owner of the land off Littleborough Lane designated for Platinum Jubilee Woodland, requesting details of proposals for the woodland and details of the Councillors who approved them.

Mr Tindale is to be directed to the Minutes section  Parish Council website as relevant information can be found there.

Update from the Communications Team for Cottam and West Burton Solar Projects.

8.PLATINUM JUBILEE WOODLAND

The Forestry Commission is due to make a site visit after  which, an update will be given.

9. PROPOSED LINCOLNSHIRE RESERVOIR

The proposed location for the reservoir is south-east of Sleaford, about halfway between Grantham and Boston. It will be roughly the size of Anglian Water’s existing Grafham Water.

10.PLAY EQUIPMENT

The Village Hall Committee has asked for support for an application for new play equipment.

This was discussed. There were some reservations about the type  and location of the proposed equipment.

The Chair and Secretary of the Village Hall Committee are to be invited to attend the next meeting so that they can supply more details.

11 MEMBERS' REPORTS AND  ITEMS FOR THE NEXT AGENDA

The rumble strips and other  safety  markings on the road have gone.

It would be preferable if there was a “Give Way” marking on the road where Spafford Close joins Adams Way as the right of way is not obvious.

The surface of Clay Lane is becoming increasingly domed.

The cracks in the surface of the footpath up the hill on Stow Park Road have widened, causing gaps wide enough for a hand to be inserted.

Cllr Spence is to buy the Wreath for Remembrance Day and the Christmas Tree.

Carols around the tree have been planned for 6 December commencing at 6.00pm, so the tree will be up for then.

The next meeting will be on Monday 7 November 2022 commencing at 7.00pm
