Minutes of the  Meeting  held on Monday 6 June 2022

2. DECLARATIONS OF MEMBERS' INTERESTS

None.

3.  PRESENTATION BY LOW CARBON.

The representatives of Low Carbon were present to give an update on the feedback from the previous consultation and prior to the Statutory Stage 2 consultation which runs from 22 June to 5 August.

Many events have been held within the affected area where people asked many questions on subjects such as; ecology, changes to the appearance of the countryside,wildlife corridors, the effect on ground nesting birds, land use  connection to the grid, noise, HGV traffic during construction,and the effect on  archaeology.

From the feedback given so far, 42% did not support, 39% were neutral and 13% were supportive. Others needed more information.

 In answer to some of the points raised, Low Carbon prefer underground cable routes where possible, wildlife corridors would be created, there may be paths across the site  and a running loop.

Other possibilities to help local communities are; improvements to local facilities such as village halls, breakfast and after school clubs and solar panels for public buildings

Events are to be held around the are, including one at Marton  Village Hall on Friday  8 July  from 14.00 to 20.00

Much discussion took place on subjects such as how long the panels will last, what will happen at decommissioning and the bond for landowners.

The notices that had been put up requesting that the owners of various tracts of land  contact the company Gateley Hamer were discussed. The notices stated that Low Carbon was considering making a Development Consent Order to acquire unregistered land and rights in the area. This was seen as land grabbing and bullying tactics. It was explained that this was a procedural process to find the owners of unregistered land and although it is called a compulsory power, Low Carbon is not seeking to take ownership of any land. They will look into the wording of any future notices.

5.NOTES OF THE ANNUAL MEETING OF THE COUNCIL HELD ON 11 MAY 2022  to be approved as minutes

Cllr Cody proposed and Cllr Patrick seconded that the notes be approved as a true record.

6. PLANNING.

Application Number144764. 37 High Street, Marton,

Application for a new garage. No objections.

Application Number 144922. Land off Stow Park Road.

Application for the removal of reserved matters for 39 dwellings with associated parking and landscaping. Amendments to 7 bungalows to include bedrooms within the roof space.

Whilst the location of the properties concerned is not an issue, it was noted that there have been a number of applications for amendments to the original Planning Consent. It was also noted that either the roof height of the properties under consideration would have to be increased from that which was originally agreed, or the intention had always been to include 7 x 2 storey dwelling in the development. Concern was expressed that more bedrooms could mean more residents, which could result in more cars in the area and turning from and on to Stow Park Road.

Cllr Cody is to enquired about the availability of free banking services. Barclays Bank will be considered.

The Accounting Statements were approved and signed.

Information on Barclays Bank Business Accounts is to be sent to all members for discussion next month.

8. CORRESPONDENCE

Crime Report for Gainsborough Rural South.

West Lindsey Police Quarterly Report.

Code of Conduct – Members had already had the opportunity to review the code, and those present signed to say they had received and accepted it.

9. LAND OFF LITTLEBOROUGH LANE/QUEEN'S PLATINUM JUBILEE

Work is expected to start this month.

10. PARISH OWNED LAND.

The documents are now with Burton & Dyson.

It was  noted that the only record of the ownership of the Parish Field is  the Parish Award from 1782

11.MEMBERS' REPORTS AND ITEMS FOR NEXT AGENDA

Heather Hancock, formerly of Gate Burton, has passed away.

There is more fly tipping on the track to the sewage works. Cllr Ellis is already dealing with this.

There has been no response to the application for the Jubilee Grant. Cllr Ellis is to look into this.
