Minutes of the meeting held on Monday 21 September 2020

1. CHAIRMAN'S REMARKS AND REPORTS.

Local resident Rick has offered to erect a gate in the fence by the river at the entrance to the fishing spaces. This would deter vehicle access and reinforce that only residents are permitted to fish in the area. The gate could be locked with access to key holders only.

After discussion about debris from the river being trapped by the gate, all agreed to go ahead.

3. DECLARATIONS OF INTEREST.

4. NOTES OF THE MEETING HELD ON 14 JULY 2020 TO BE APPROVED AS MINUTES.

Cllr Cody proposed and Cllr Patrick seconded that the notes be approved as minutes.

 

5. NEW PARISH CHARTER

It was agreed to adopt the new charter.

 

6. PLANNING.

Planning Application Number 141371, 23 High Street, Marton. Application for use of annex as a separate dwelling together with a new dividing fence. Permission granted

 

7. FINANCE.

Balance both accounts as of end of March 2020 £17,389.06

(Includes £3450 reserved for land at bottom of Trent Port Road, £1,735.65 CIL and £2,000 for maintenance of the land off Littleborough Lane )

8. CORRESPONDENCE.

9. LAND OFF LITTLEBOROUGH LANE.

The solicitor has applied to the Land Registry for the title of the land to be transferred to the Parish Council. This may take some months.

Ideally, the land needs to be cleared before next spring and a suitable contractor is to be contacted.

 

10. BUS SHELTERS.

The shelters have been delivered to The Black Swan for storage until they can be installed. Two plastic end stops are missing and the suppliers are to asked to send these.

Hutchinsons will be able to erect the shelters once LCC gives permission. LCC is to contacted again to find when this will be.

 

11. OLD TELEPHONE BOX.

An email from the Community Heartbeat Trust, dated December 2015 which stated they have no objection to the telephone kiosk being used as an information point was read to the meeting. The Trust is to be reminded that they gave this permission.

 

12. NEW WEBSITE.

New websites for all Lincolnshire Parishes have been built by Lincolnshire County Council and training given. The Clerk has been adding information to the website and requested payment for the extra 16 hours of work so far. This was agreed.

 

13. REPORTS/ITEMS FOR NEXT AGENDA

The land off Stow Park Road has now been sold.

Discussion took place to the effect that the Planning Authority does not always seem take the Parish Councils comments into consideration when making a decision.

Cllr Allen reported that there is no clear signage for Adams Way, which causes confusion and that ambulances have not been able to find correct addresses and have gone away. Cllr Ellis is to look into this and the missing Gate Burton sign.

WLDC is developing a scheme that will provide a service for the defibrillator every time the unit has been used. The cost will be £100 per year. All agreed to go ahead with this

 

14. NEXT MEETING.

The next meeting is to be held on Monday 2 November 2020 commencing at 7.00pm.

The meeting closed at 8.30pm.
