November 2020 Minutes
1. CHAIRMAN'S REMARKS AND REPORTS.
Cllr Spence has the wreath for Remembrance Day and will lay it at the Memorial on 8 November, even though there will be no church service this year.
Cllr Spence will also buy the Christmas tree. As there may be no electricity at the chapel this year, discussion took place as to where the tree could be placed. Outside the Village Hall is a possibility but Cllr Spence will find out about the chapel.
The seat half way up the hill had been damaged and has now been repaired by a local resident. All were happy with this outcome.
Two local residents have offered to put up a fence on the river bank and another resident has provided a gate. The contractor will need a key. All agreed with the proposal.

4. NOTES OF THE MEETING HELD ON 21 SEPTEMBER 2020 TO BE APPROVED AS MINUTES.
Cllr Durning proposed and Cllr Cody seconded that the notes be approved as minutes.
5. SIGNS FOR ADAMS WAY AND GATE BURTON
New signs for Adams Way and Spafford Close are now in place and appreciation for Cllr Ellis's help was expressed.
Cllr Richard Butroid is dealing with the sign for Gate Burton.
6. PLANNING.
Application No 141141, Land off Stow Park Road, application for reserved matters
GRANTED
Application No 141671, 2 Station Cottage Stow Park application for consent to display advertisement.
No objections.
Application No141696, Bungalow at 23 High Street, Marton application for single storey extension and internal alterations to provide bedroom.
No objections.
7. FINANCE.
Balance both accounts as of end of September 2020 £12,946.61
(Includes £3450 reserved for land at bottom of Trent Port Road, £1,735.65 CIL and £2,000 for maintenance of the land off Littleborough Lane )

The precept for the next financial year was discussed. Cllr Cody proposed, Cllr Ridley seconded, and all agreed, that the precept be £9,500, the same as this current year.
A document from HSBC to confirm Council details was signed.

9. LAND OFF LITTLEBOROUGH LANE.
A site meeting is to be arranged with Council Members and contractors to discuss the work that will be required for access and so on.
10. BUS SHELTERS.
An email from Fiona Hudson-Brown from LCC was read to the meeting and the Clerk advised on a follow up telephone call. Due to uncertainty in the local bus industry resulting from the Covid-19 pandemic, bus services, including the one through Marton, are being reviewed. Because of this, the grant application and the installation of the shelters must remain on hold.
11. OLD TELEPHONE BOX.
The Community Heartbeat Trust has confirmed that they are happy for the Council to use the old telephone box as an information point providing we are prepared to cover repairs, maintenance, insurance and so on. They are to be informed that the box has already been repainted and that the Council is prepared to take over the ownership of the box
12. PROPOSED 50MPH LIMIT.
There were no objections to the proposed speed limit to the south of Marton.
A request is to be made that the speed limit be extended to the north of Gate Burton and that we support the campaign by Knaith PC for a speed reduction between Gainsborough and Marton.
13. REPORTS/ITEMS FOR NEXT AGENDA
Consideration will be given at the next meeting about how Parish funds should be used
There is a dislodged drain cover near the White Cottages at Gate Burton
There is a lot of mud on Willingham Road
