Minutes of the meeting held on Monday 19 April 2021

1. CHAIRMAN'S REMARKS AND REPORTS.

The new Bank Mandate has now been finalised.

2. APOLOGIES FOR ABSENCE.

None

3. DECLARATIONS OF INTEREST.

None.

4. NOTES OF THE MEETING HELD ON 7 DECEMBER 2020 TO BE APPROVED AS MINUTES.

Cllr Cody proposed and Cllr Durning

seconded that the notes be approved as minutes.

 

5. PLANNING.

Application No 142520; Notification of intention to install 5G electronic communications apparatus – 1no. 30M dish at height of 21.3m

No objections.

Application No142807; Request for confirmation of compliance with conditions 1, 3 and 4 of planning permission 141141 granted 13 October 2020.

The 39 properties will be bungalows. No objections.

 

Discussion took place about this application and the way in which the Parish Council's comments on planning matters in general do not seem to be taken into account by West Lindsey District Council. Cllr Ellis reported that steps are being taken to ensure Parish Council views are taken into account.

 

  1. FINANCE.

    Balance both accounts as of end of March 2021 £9,533.61

(Includes £3450 reserved for land at bottom of Trent Port Road,

£1,735.65 CIL and £2,000 for maintenance of the land off Littleborough Lane )

Mr M Horton ( fencing Materials) 347.60

Income

 

Precept 9,500

Rent for Parish field 30

 

Total both accounts £18,463.92

The HSBC Safeguarding Review needs to be completed.

7. CORRESPONDENCE.

Cllr Richard Davies - broadband speeds.

Patricia Weavill – Chasing Land Registry

Mark Hewitt & Cllrs Butroid and Ellis – flooding on Trent Port Road; two options to resolve the problem are under consideration 1) dig down with intention of repairing the pipe that goes under the houses and 2) larger drainage improvements such as re routing the drainage system. LCC now have photographs showing the depth of standing water in the area.

Mrs C Clarkson- request for dog waste bin at beginning of footpath opposite The Chestnuts.

Mr & Mrs Murphy – concern over impact on their business due to road closure. The Members sympathise with Mr & Mrs Murphy whilst understanding the need for repairs to the road. LCC are to be asked to ensure the work is completed within the time-frame specified.

8. LAND OFF LITTLEBOROUGH LANE.

A site meeting took place at the end of 2020.

It is not possible to create an opening to the site during the nesting season.

Continental Landscapes is to be asked to quote for the work and Cllr Cody is to contact another contractor to request a second quote.

9. BUS SHELTERS.

The insufficient clearance in front of the proposed bus shelter was discussed. Cllr Cody proposed, and all agreed, that the owner of the

adjacent building site be contacted to find out if it would be possible for the Parish Council to purchase a suitably sized strip of land to accommodate the shelter.

10. OLD TELEPHONE BOX.

Cllr Spence has looked at the forms for purchasing the telephone box, but they are not the correct ones.

 

11. REPORTS/ITEMS FOR NEXT AGENDA

A large amount of fly tipping in the lane leading to the sewage works on a number of occasions has still not been removed but, rather, more has been added. Cllr Ellis will look into this.

Incidences of fly tipping have also taken place on Willingham Lane and Littleborough Lane.

A bench has been requested for the far end of the field. Cllr Cody proposed and Cllr Patrick seconded, and it was agreed, that prices be obtained.

12. NEXT MEETING.The next meeting will be the Annual Parish Meeting. It was agreed that it will be held on 28 June 2021 commencing at 7.00pm.
