Minutes of the meeting held on Monday 6 September 2021

Newly co-opted Cllr Nicholas Pearson presented the completed documents for his appointment which were then countersigned by Cllr Spence.

1. APOLOGIES FOR ABSENCE.

Cllr L Musgrave, Cllr J Patrick and Cllr J Ellis.

2. MEMBERS' DECLARATIONS OF INTEREST.

None

3. PUBLIC FORUM

Mr Wardle and Ms White expressed their dissatisfaction over the scheduled scheme of works on the road surface of Trent View, Adams Way and Spafford Close, stating that the road surface was in good condition and that the work was a waste of money. They further stated that it was the potholes in the area that required attention. After some discussion, it was decided to inform Cllr Butroid of the feelings of local residents.

4. NOTES OF THE MEETING HELD ON 2 AUGUST 2021 TO BE APPROVED AS MINUTES.

Cllr Cody proposed and Cllr Ridley seconded that the notes be approved as a true record of the meeting.

Cllr Allen was thanked for taking the minutes last month in the absence of the clerk.

5.PLANNING.

None.

6. FINANCE.

Balance both accounts at the end of August 2021 £16,268.75.

(Includes £3450 for the land at the bottom of Trent Port Road, £1,735.65 CIL and £2,000 for maintenance of the land off Littleborough Lane.

7.CORRESPONDENCE

Community Heartbeat Trust – Documents transferring the ownership of the old telephone kiosk to the Parish Council.
Gainsborough Rural South Policing Team Update
Gainsborough Rural South - Crime Report
WLDC – Sturton By Stow& Stow Parish Councils Neighbourhood Plan.
LCC – Riparian watercourse questionnaire. This was completed at the meeting.
LIVES – registering defibrillator. More information is to be requested including cost. Currently,
Cllrs Cody & Patrick regularly check the defibrillator. Notices are to be put on the boards to make
residents aware of its location.
LCC – Information about roadworks in Trent View area. This was discussed earlier

8. NEIGHBOURHOOD PLAN.

It has become apparent that a Neighbourhood Plan is to do with planning for future development rather than preventing it. Currently, there is insufficient support from the community at large for this to be taken any further.

9.LAND OFF LITTLEBOROUGH LANE.

The meeting was reminded that Sanctuary Housing had previously arranged and paid for work to be done on the trees on site and had stated that this was a “one-off” intervention by them.

A quote has been received from Finch Arboriculture for Stage 1 work, which would consist of:

mulching woodland to clear out undergrowth. Removal of small, unwanted shrubs.

A plan for the woodland can then be formulated and trees selected for removal at the next stage.

The cost for this would be £780 including VAT.

Cllr Cody proposed, Cllr Durning seconded, and it was agreed, that this quote be accepted.

Cllr Spence has strimmed the brambles etc. on the site.

Registering the site with Land Registry is still in progress.

10. BUS SHELTER.

A site meeting is to be arranged as soon as all parties are available.

11. NEW SEAT.

Cllr Spence and Dave Smith will lay a concrete base and install the seat half way down the field.

12. NEW NOTICEBOARD.

Cllr Spence will make a board.

Cllr Patrick had discussed a “No Overnight Camping”sign with Elite Signs and had sent the details to the meeting. It was decided that the wording would be “No Overnight Parking/Camping”. The cost will be approximately £23 plus VAT. 
The finished sign will be placed near the concrete base towards the pumping station.

13.COUNCILLORS' REPORTS AND ITEMS FOR THE NEXT AGENDA.

Discussion took place about the registering of Parish owned land with the Land Registry.

They are to be contacted to ask if this is necessary/ beneficial. The Parish Award, which is held at The Lincolnshire Archives, is a legal document.
