1. APOLOGIES.

2. DECLARATIONS OF INTEREST.
None
3. PUBLIC FORUM
a) Cllr Spence explained the purpose of the public forum to those present and reminded members of the public that they could speak at the beginning but not during the remainder of the business.
b) Cheryl Felix spoke about a Neighbourhood Plan, stating that had there been one the new buildings at the top of the hill may not now be going ahead. Cllr Spence explained that that was not an option at the time and what the Parish Council had done. He stated that there had been a public meeting at the time. Ms Felix was asked if she would be interested in organising a Neighbourhood Plan for Marton. Cllr Spence explained in detail that the Parish Council are not against it but it would be better for local residents to initiate this, with help from from the Parish Council where possible. Charles Brooks and Nick Pearson also said they would also be interested in getting involved.
Cllr Ellis then explained in greater detail how it operates, that it can take a couple of years and really needs residents of the village and local businesses to be involved. Steve English is the champion for Neighbourhood Plans and will come to a meeting and explain the process more fully and discuss funding. Cllr Ellis explained that it is possible to adopt another area's plan if it is of a similar size.
There is funding available but the work does involve gathering proof of everything that is done.
This must be retained and evidenced. Views from different angles of the village need to be photographed and she advised looking at West Lindsey Neighbourhood Plans such as Cherry Willingham, Sturton By Stow and Lea Spridlington adopted the plan of another village.
The next stage would be to invite in all interested parties, so it would have to be advertised widely.
It is essential that the public be consulted at all times.
Areas to be considered and the skills required are varied e.g. Planning and Proof reading. West Lindsey can give information but not advise on individual contacts. There are various sources available for funding. The boundary of the village will have to be considered. Cllr Ellis again stressed the need for public consultation. Nev Brown at West Lindsey could also help. She also stated that she was aware that, to date, West Lindsey have not yet turned anyone away. Cllr Spence said the matter will be on the agenda for the next meeting. A notice will be put on the boards and on the website.
4. NOTES OF THE MEETING HELD ON 28 JUNE 2021 TO BE APPROVED AS MINUTES.
Cllr Patrick proposed and Cllr Cody seconded that the notes be approved as minutes.
5. VACANCY ON THE PARISH COUNCIL
Cllr Spence explained that there is a vacancy on the council as Sheila Bowler has now left the village. Nick Pearson said he was interested in becoming a councillor.
Cllr Spence explained that the vacancy will need to be advertised and if there is no further interest after that, he can be co-opted onto the council.
6. PLANNING.

PROPOSAL: Planning application for one and a half storey detached garage, with home office above, including new access from highway South View Stow Park Road Stow Park Lincoln LN1 2AL

7. FINANCE.
Balance both accounts as of end of June 2021 £17,106.23 (Includes £3450 reserved for land at bottom of Trent Port Road, £1,735.65 CIL and £2,000 for maintenance of the land off Littleborough Lane )

8. CORRESPONDENCE
a) There are still people camping overnight at the pumping station. Cllr Spence has contacted TVIDB and Severn Trent but both were unsupportive saying they do not own the land, only maintain it, and do not wish to comment.
It was proposed by Cllr Patrick and seconded by Cllr Musgrave that a sign saying No Overnight Camping signs to be purchased and erected. Cllr Patrick is to contact Elite Signs to organise this.
b) Crime Report for Gainsborough Rural South. This was circulated.
c) Police and Crime Plan. This was circulated.
d) Gainsborough Rural South Newsletter. The local team is very helpful and will attend a meeting if required.
e) Temporary Road restriction - Trent View, Adams Way and Spafford Close for resurfacing.
f) LALC Website Maintenance. This was discussed and agreed the Premium Service would be the appropriate one at £15 + VAT a month and will take effect from 1 September 2021.
g) LCC Broadband report on speeds now available. It was agreed to invite LCC Broadband Team to a meeting to discuss if any funding is available for the village.
h) Andrew Creasy has been in touch with Cllr Butroid regarding the the white lining on the A57 following surface dressing.
i) Central Lincolnshire Local Plan Have Your Say.
a) The Travellers' site is still on the Plan and Cllr Spence has drafted a response on behalf of the Parish Council but urged others to also send in their observations. Noted areas for consideration are:
Cemetery, flood risk, unsuitability of the road and the lack of sewage system to connect to.
b)Cllr Cody suggested the report the Parish Council paid for some time ago be reused. This is to be submitted before 24 August 2021.
9. NEIGHBOURHOOD PLAN
This has already been discussed and will be on the agenda for the next meeting.
10. LAND OFF LITTLEBOROUGH LANE
The quote from Continental Landscapes was discussed in detail.
a) Littleborough Lane Footpath side arm flail – No objections.
b) Littleborough Lane Dyke Management – it was agreed to leave this until the building work has begun.
c) Phase1 & 2 Woodland Works – No objections were raised, however, Cllr Cody proposed and Cllr Allen seconded that Sanctuary Housing be contacted to ask if they would contribute to the costs or if they have an in house team who could do the work in view of the large cost involved.
11. BUS SHELTER
Helen Reek, who is standing in for Fiona Hudson-Brown is to contact Steve Hudson. Cllr Patrick has had the shelter repaired and will contact the suppliers with a view to reclaiming the cost of the repair.
A site meeting with Helen is to be arranged.
12. NEW SEAT.
The seat has been purchased and Dave Smith are to site it. The Village Hall is to fund the cement, aggregate etc.
13. NEW NOTICEBOARD
The cost of a new noticeboard to be sited at the cemetery would be about £400. Cllr Cody suggested it might hold the plot numbers etc. and information about the church. Charles Brooks suggested this might be put on the website instead. Cllr Ridley suggested moving the noticeboard from further down the road to the cemetery. After a discussion, Cllr Spence said he will look at supplying something and move the one from further down the road to save the cost of a new one Cllr Spence and Cllr Cody seconded.
14. COUNCILLORS' REPORTS.
a) Cllr Worrell asked if anything had been done about the number of tyres that appear to have been dumped down Littleborough Lane. Cllr Allen reported that this has been reported to Highways.
b) Cllr Ellis has been in touch with Highways regarding the remainder of the rubbish to be removed and thinks it will be sorted soon
