Minutes of the meeting held on Monday 28 June 2021

2. DECLARATIONS OF INTEREST.

3.ELECTION OF OFFICERS
a) Cllr Ridley proposed and Cllr Cody seconded and all agreed that Steve Spence be re-elected as Chairman.
b) Cllr Musgrave proposed and Cllr Durning seconded and all agreed that Neil Cody be re-elected as Vice Chairman.
4. CHAIRMAN'S ANNUAL REPORT.
Cllr Spence read his report to the meeting, a copy of which is in the minute book.
5. NOTES OF THE MEETING HELD ON 24 MAY 2021 TO BE APPROVED AS MINUTES.
Cllr Durning proposed and Cllr Cody seconded that the notes be approved as minutes.
6. PLANNING.
Application No.142901, The Chillon, Stow Park Road; application for extension to existing dwelling – No Objections.
Central Lincolnshire Local Plan.
The draft revised Local Plan is now under consultation. Cllr Spence has looked at the document on line and reported that there are no changes that would affect our area. I t was noted that the maximum of new development for Marton has now been reached.
The area designated under the Local Plan for a Travellers' site was discussed. It is felt that the small number of pitches that would be provided would make it unviable for a developer.
7. FINANCE.
The Accounting Statements for the year 2020/21 were approved and signed

8. PARISH COUNCIL WEBSITE.
Mr P Langford, who assisted Parish Council Clerks to transfer data to the new websites has offered to provide a service to add content to the websites under the direction of the Clerks for a fee of approximately £12.00 a month.
Cllr Ridley proposed and Cllr Durning seconded and it was agreed, that this service be used if it becomes available.
9. NEIGHBOURHOOD PLAN
A request from parishioner Cheryl Felix, requesting a Neighbourhood Plan be considered, was discussed. It was decided that notices be put on the boards requesting feedback from local residents, Cllr Butroid informed the meeting that the working groups formed to develop Neighbourhood Plans are often made up of mostly non Parish Councillors.
10. OTHER CORRESPONDENCE.
Cllr Bower has tendered her resignation from the Council as she is leaving the area.

11. OLD TELEPHONE BOX.
The Agreement Letter has been received from The Community Heartbeat Trust.
12. LAND OFF LITTLEBOROUGH LANE.
The registration document have not yet been received from Land Registry.
Cllr Spence has spoken to Paul Miller from Continental Landscapes and has arranged a site meeting to which Members were invited.
13. BUS SHELTER.
Lincolnshire County Council is to be contacted to arrange a site meeting for both shelters.
The manufacturers deny responsibility for the corrosion of the shelter. Cllr Patrick offered to take the damaged part to a fabricators for an independent report and to discuss possible repair.
14. SEAT FOR FIELD.
Cllr Cody proposed and Cllr Patrick seconded, that a seat of the same style as the one at the top of the hill be purchased for the field for the price of £265.00 plus VAT and fixtures, The concrete base will be discussed later.
The condition of the field was also discussed and it was suggested that CIL money could be used to pay for improvement work.
15. COUNCILLORS' REPORTS.
Cllr Spence is to contact Matt Everett of TVIDB about the unauthorised overnight camping near the pumping station.
Cllr Durning put up notices on the cemetery fence requesting dog owners to clear up after their dogs, but they have been removed. Cllr Durning will replace them.
It was suggested that a Noticeboard near the cemetery would be more effective..
The condition of the path by the cemetery and a possible lay by or pull in was also discussed
Someone else had put up notices by the footpath from High Street to remind dog walkers to clean up after their dogs but local homeowners were not happy and they have been removed.
Cllr Allen reported a tree had come down on Willingham Lane.
Local investigation to find the course of the drain on Trent Port Road where the flooding occurs, was agreed. If no drain can be located, the issue will be passed to Highways Department assets team for a replacement.
The proposed speed restriction was discussed. This will take time.
The removal of SLOW road markings was also discussed and Cllr Butroid will look into this. He also spoke about the Speedwatch programme where local residents are trained to do speed checks.
