Minutes of the meeting held on 2 January 2023.

1.   APOLOGIES FOR ABSCENCE. Cllr C Durning, Cllr L Musgrave, Cllr J Patrick and Cllr Jane Ellis (WLDC)

2.   DECLARATIONS OF INTEREST   

None.

3.   PUBLIC FORUM

This item was covered after Item 5 had been discussed.

Some social media posts are saying that the Parish Council is doing nothing in relation to the proposed Energy Parks. It was pointed out again that the Council is going through the official channels to make its opinions heard and that the comments submitted express similar views as those of other parties. It was also reiterated  that Parishioners are welcome to attend Parish Council meetings and speak during Public Forum time.

4.   NOTES OF THE MEETING HELD ON  5 DECEMBER 2022 to be approved as minutes.

Cllr Allen proposed and Cllr Cody seconded that the notes and accompanying financial report be approved as an accurate record.

5.   PROPOSED ENERGY PARKS.

The Parish Council continues to do all in its power to make its objections observations known through the correct channels.

6. PLANNING.

Application Number 145882 Application to erect two  agricultural storage buildings on land at High Street.

On behalf of Gate Burton Energy Park, Pinsent Masons LLP has objected to this application on the grounds that it conflicts with their proposed cable routes. The Parish Council is to inform the Planning Department that it considers that there is sufficient room for the proposed storage units even if the cable routes are approved.
   
7. FINANCE

The financial report was approved.
 
It was noted that the Community Wildlife Grant must be claimed immediately after the work on the woodland area has been completed.

This includes:

£3,450 for the land at the end of Trent Port Road, £2,000 and £2,260.86 Community Infrastructure Levy.

It was noted that no deductions have ever been made for grass cutting/ maintenance of the land at the end of Trent Port Road from the fund reserved for its upkeep ; the cost of the work  being made from general funds. It was therefore agreed that any overspend on the woodland project would come from the Trent Port Road money. The CIL money would also be spent on the woodland.

With the number of new properties being built in the area, it is expected that there will be more Community Infrastructure Levy money to come in the near future.

8.   GRASS CUTTING TENDERS

The grass cutting schedule was shown to the Members. It was decided to keep the cutting for fishing spots in the schedule.

It is expected that Continental Landscapes will tender again for the next season. Tudor Grounds Maintenance and TQ Grounds Maintenance are also to be invited to tender.

9.   .Gov. UK EMAIL ADDRESSES

Cllr Cody proposed and Cllr Allen seconded that the supplier Cloud Next, Derby be considered for the new email addresses. The cost would be £110 for 2 years and £49.99 for 25 mail boxes. This will be discussed at the next meeting.

10. Woodland

Work is expected to begin on 16 January. The acquiring and planting of trees will the have to be considered, as well as fencing and a gate.

12.   REPORTS AND ITEMS FOR NEXT AGENDA

Upcoming election to be on next agenda.

The speed limit between Lea and Marton was again discussed. Cllr Butroid is to be contacted with the view to having the speed limit reduced to 50mph. The reduction to 50mph to the south of the village appears to be making a difference

There is now a “Give Way”sign at the junction of Spafford Close and Adams Way.

“rumble strips” that used to be across the road were mentioned. LCC have already been asked about this

The Christmas tree lights had gone out Cllr Spence will check them over before he puts them away.

13.   NEXT MEETING.

The next meeting will be on Monday 6 February 2023 in the Committee Room commencing at 7.00pm

The meeting closed at 8.40pm
