Minutes of the meeting held on 6 February 2023.

2.DECLARATIONS OF INTEREST.

3. PUBLIC FORUM.

None.

4. NOTES OF THE MEETING HELD ON 2 JANUARY 2023 to be approved as minutes.

Cllr Cody proposed and Cllr Allen seconded that the notes be approved as a true record of the meeting.

5.PROPOSED ENERGY PARKS.

Cllrs Spence and Cody attended a meeting of the 7,000 Acre Group at Glentworth.

They reported back that, if approved, the sites would constitute the largest solar farm in Europe.

The batteries proposed for the sites would store only 2 hours worth of electricity but would be a huge fire risk; any fire being very difficult to extinguish. It is not certain what the size of the panels would be as the technology is improving all the time.

One application has already been submitted to the Planning Inspectorate, with another to be submitted in the near future.

The 7,000 Acres Group have supplied a draft letter for Parish Councils to send to the Planning Inspectorate. This was read to the meeting. This Council has already submitted similar views to the Planning Inspectorate.

If the applications are approved, the land would be regarded as industrial, therefore making it liable for Council tax, but it is not known if this would be paid at the place of production or the point of connection to the Grid,which would be Nottinghamshire.

This Council is to join the 7,000 Acres Group.

6. PLANNING.

Application Number 146158; application to erect 2 dwelling on land adjacent to 14 Trent View.

Concerns were expressed that  construction traffic would make turning in  and at of the junction with Stow Park Road even more difficult than it is now, especially at school dropping off and picking up times.

8.GRASS CUTTING TENDERS

Tenders were received from Tudor Grounds maintenance and Continental Landscapes.

After some discussion, Cllr Durning proposed, Cllr Worrell seconded, and it was agreed, that Continental Landscapes  should  continue  with the grass cutting for the next financial year.

9. .GOV.UK EMAIL ADDRESS

This will be left until after the election.

10. WOODLAND

A site meeting will be arranged to discuss future planting and when extra chippings will be brought and spread on the footpaths.

It was felt that the work on the woodland was not quite complete in that it was expected that  the trees nearest the properties were to cut  down to ground level and painted to prevent regrowth. In view of this, Cllr Cody proposed and Cllr Durning seconded, and it was agreed, that £5,000 plus VAT, totalling £6,000 to be paid on account, the remainder being paid on completion of the work.

11. CORRESPONDENCE.   


Crime Report for Gainsborough Rural South

Complete  Communities.

Introduction from Michael Head, newly appointed as West Lindsey Neighbourhood Inspector.

Correspondence between Mark Hewitt and Cllr Butroid re the flooding on Trent Port Road.

Request from local resident  for the council's support in asking Sanctuary Housing to repair /replace the fencing  bordering the new woodland and  the gardens of the properties on Harpham Road.

12. MEMBERS' REPORTS AND ITEMS FOR NEXT AGENDA

Election papers should be available by the next meeting.

A dog waste bin has been requested for the south side  of Stow Park Road. The grassed area near the flat was suggested.

Dates for the Annual Parish Meeting and the Annual Meeting of he Parish Council will be finalised at the next meeting.
