Minutes of the meeting held on Monday 4 September 2023

3. PUBLIC FORUM: None

4. MINUTES OF LAST MEETING ON 3 July 2023 TO BE APPROVED.

Cllr Durning proposed and Cllr  Worrell seconded that they be approved as minutes.

The misspelling of Cllr Musgrave's name was noted.

5. REPORTS ON MATTERS ARISING FROM PREVIOUS MEETING

Cllr Butroid has contacted Highways and received confirmation that the crossing on Stow Park Road will be controlled.

Cllr Spence has tidied up the rubbish from around the seat up the hill.

There have still been fires in the garden on Trent Port Road, but with no added garden waste, so is no longer a problem.

6. VILLAGE HALL CAR PARK

Dave Smith was present to discuss the resurfacing of the car park. The plan is to  resurface and improve the drainage of the parking areas on both sides of the building. The front one is estimated to cost £28,000 and the other one £17,000. A grant of £20,000 has been secured from West Lindsey District Council.

Money from the Community Infrastructure Levy is expected at some time, but is not known when or how much will come to the Parish Council. All of the CIL previously  received has been spent on the Woodland.

Cllr Pilgrim recommended that the Village Hall Committee apply  for a grant from Awards For All. Mr Smith will look at their finances and find out what grants are available.

Mr Smith also said that the Opening Ceremony for the newly refurbished Play Park will be on Saturday 16 September at 4pm

7. PROPOSED SOLAR PARKS

Cllrs Spence and Durning attended the hearings last week, which included a site visit. If the the project goes ahead, it would be the largest in Europe and there would be panels as far as the eye can see, having 817000 panels. The battery storage would be near the railway line. In the event of a fire,1900 litres of water a minute would be required  to put it out. It is not known where the contaminated run off water would go. Sheep cannot be grazed among the panels as they could potentially damage the cables by trying to eat them. At the end of the life-span of the panels,the land would be classified as Brown Land.

9 b) Online Banking was discussed. Cllr Pilgrim advised that the Clerk be the Primary User and the Chairman Secondary User. All payments would be approved at the meeting before  being made.

All agreed to go ahead.

9 c) Email Accounts.

Cllr Pilgrim suggested that,instead of paying for expensive . Gov. UK addresses, each member could have their own gmail account specifically and solely for Parish Council business. These would be set up and controlled by the Clerk. It was suggested that Graham Patrick could help with this.

10 CORONATION WOODLAND

Mr Steve Porter spends a lot of time maintaining woodland,using his own equipment and paying for the petrol to run it. It was agreed to give him another £200 to cover his costs.

It is felt that there are too many wood piles, so this will have to be addressed.

It is planned to  put weed suppressing matting on the paths and topping up the wood chippings.

Vegetation is to be cut back in Oct/Nov and bulbs planted.

11. CORRESPONDENCE

ISW Frazer (major retired) of Gate Burton forwarded to the Council  an email he had sent  to the Highways Department how hazardous it is for vehicles  coming out of Clay Lane.

With his permission, this was forwarded  to Cllr Butroid who, in response said that this section of road is due to undergo a speed assessment in the near future.

12.   ITEMS FOR THE NEXT AGENDA

The coping stones on the Church wall  are loose again and need refitting

The defibrillator has been checked  and all is well.

A branch is hanging down near Harpham Road. It is thought that Sanctuary Housing should deal with this, but they are not easy to contact.

13.   DATE AND TIME OF NEXT MEETING

Monday 2 October 2023 at 19.00 hours. The meeting closed at 20.55 hours
