166. CHAIRMAN'S REMARKS AND REPORTS.
Cllr Spence contacted Colin Butcher about cutting back the hedges. His machinery is currently out of operation so the work will now have to wait until after the nesting season.

169. NOTES OF THE MEETING HELD ON 5 FEBRUARY 2019 TO BE APPROVED AS MINUTES.
Cllr Musgrave proposed and Cllr Allen seconded that the notes of the meeting held 5 February 2019 be approved as minutes.
170. PLANNING.
Application Number 138999 24 High Street, Marton; application for non-material amendment to planning permission 138337 for minor design alterations.
GRANTED.
171. FINANCE.
Balance both accounts as of end of September 2018 £14,703.17
(Includes £3450 reserved for land at bottom of Trent Port Road.)

172. CORRESPONDENCE
Crime Report for Gainsborough Rural South.
WLDC – Nomination Process for Parish Council Elections.
WLDC – Great British Spring Clean.
WLDC – Grass Cutting . This was discussed. Enquiry is to be made about the cutting of public footpaths across fields.
Continental Landscapes – Tender for grounds maintenance 2019. Unanimously accepted.
Community Lincs Insurance – changes.
173. HARPHAM ROAD.
Cllr Spence has spoken to Andy Gray who stated that the process is taking longer than expected.
Sanctuary Housing has had the first row of trees behind the properties cut back and this is a one-off expenditure for them.
This is much better for the residents as branches will not be falling into their gardens but they will still have restricted daylight when the trees are back in full leaf.
174 . 40 MPH BUFFER ZONE & OTHER SPEED REDUCTION METHODS.
There has been a complaint that there are no 30MPH reminder signs on Trent Port Road. There will need to be another application and survey.
Additional information on ways to deal with speeding vehicles is to be sent to Councillors.
A reduction of the speed limit from 60 MPH to 40 MPH would necessitate a Traffic Regulation Order and these now have to be requested by the local County Councillor. Councillor Butroid is therefore to be contacted to ask that he support and request a reduction to the speed limit on the routes coming in to Marton.
175. BUS SHELTER.
Grants towards a bus shelter are available and Cllr Spence will complete the application form.
LCC Highways has asked that the owner/farmer of the adjacent land be contacted in order to make sure that the shelter would not cause an obstruction to long agricultural machinery entering the field.
176. VILLAGE SIGNS.
There has been a suggestion that the signs depict a Centurion, the river crossing and the church.
There was a discussion about how many signs would be required for the two villages.
Cllr Spence has a list of suppliers.
177. OLD TELEPHONE BOX.
The box has now been boarded and shelves have been installed. Cllr Spence showed examples of the information that could be made available and this was discussed.
178. WAR MEMORIAL
It may be some time before there is any news about the application for a grant.
179. ELECTION PAPERS.
The Election process was discussed.
180. REPORTS/ITEMS FOR NEXT AGENDA.
The fire hydrant near the bungalow on High Street has collapsed, creating a hole in the road. Police signs are in place.
181. NEXT MEETING.
The next meeting is to be held on Tuesday 2 April 2019 commencing at 7.00pm.
The meeting closed at 8.15pm.
